Full Time Permanent Post

Salary: £49,421 – £52,444

RESPONSIBLE FOR: Day to day management of all staff within the Development Management Section, including the Senior Enforcement and Compliance, Land Charge and Transport Officers and the central business support team and any temporary planning staff within these areas.

PURPOSE OF THE JOB: To manage, develop and lead the Development Management service in accordance with the Council’s policies and to meet the objectives of the Council’s Corporate Plan and to deal with the most complex development applications in the Borough and assist the Head of Planning & Regeneration in the management and development of the Planning and Regeneration Section.

HOURS OF WORK: 37 hour week, Monday to Friday, in accordance with the Council’s flexi-time system. You will be required to work outside normal office hours from time to time as necessitated by the requirements of the post.

SPECIAL CONDITIONS: The post is politically restricted in accordance with the Local Government Officers (Political Restrictions) Regulations 1990 as amended by the Local Democracy, Economic Development and Construction Act 2009.

The post holder is a nominated casual user for car allowance purposes, whilst the duties and responsibilities of the post justify this, and must hold a full current driving licence and have a vehicle available.

PRINCIPAL ACTIVITIES: KEY TASKS

Managerial

Staff Development and Management                        

To provide professional and technical leadership and engage and motivate and manage the staff of the Development Management section and the Central Business Support to deliver an efficient and effective, high quality Development Management service.

To carry out recruitment, training and development of the team.

To be responsible for the Development Management  budgets, including preparation and monitoring.

To assist the Head of Planning & Regeneration in the ongoing management and development and improvement of the Development Management element of the wider Service and ensure compliance with the Council’s policies and procedures.

Deputising for the Head of Planning & Regeneration    To deputise for the Head of Planning & Regeneration and represent the section at any internal or external meetings or activities in the absence of or as directed by the Head of Planning & Regeneration.

Professional

Planning and Other Applications

To use professional knowledge and experience to lead discussions with developers and process major planning and other applications, notifications and consultations and oversee implementation.

 To prepare written reports for inclusion into Regulatory Board and other such Board Agendas.

 To attend and present applications and other such items  to the Regulatory Board or other relevant Boards.

Planning Appeals                 

To represent the Council at Public and Local Inquiries and Hearings as necessary.

To prepare appeal statements and proofs of evidence.

Enforcement                         

To investigate breaches of planning control in relation to personal caseload and manage the enforcement and compliance work of the team.

Financial Support

Implement the agreed procedures in respect of orders, invoices debtors and creditors in accordance with the Finance Regulations.

Liaison and Consultation     

To liaise as necessary with Senior Management and Members,  other Council departments, other District Councils, the County Council, Government Departments and Non-Government Agencies, landowners and business operators, within and outside of the Borough, and the public.

To oversee and update the Development Management area of the Council’s website.

To negotiate with developers in regard to planning obligations and development briefs and the implementation of development projects.

To deal with enquiries and pre-application enquiries from the public and developers.

Policy                                   

To assist as required in the formulation and review of planning policy in conjunction with the Planning Policy Section and to align with the aims and objectives of the Councils Corporate Plan.

Administration & Registration

To register and assist in registering planning applications and decisions.

Monitor the performance of the Development Management Section and ensure the provision of statistical returns to DCLG.

To review and implement new working procedures.

To assist with Land Charge, Section 106 and CIL related enquiries.

Technical Support

To use the available PC based technology for all correspondence.

To use GIS software (GGP).

To use Idox Uniform and DMS and Exacom to keep records and to input and extract information and oversee system changes to facilitate service improvements.

Use the available technology in support of processing, monitoring and investigating financial tasks.

Assist in the implementation and development of e-government initiatives within Planning and Regeneration Services.

Professional Awareness       

To provide a good level of customer care to all stakeholders of the Section.

To act in accordance with, and ensure that service delivery complies with, current regulations, accepted professional standards, the council’s policies and procedures and appropriate legislation (including legislation on equalities, health and safety and safeguarding children/vulnerable adults).

The particular duties and responsibilities attached to posts are of necessity in many cases difficult to define precisely and, as such, may vary from time to time without changing the general character of the duties or the level of responsibility of the post.
