I am currently with a Central England based County Council, who are looking to bring on a Planning Obligations Manager on an interim basis. In this role, you will be directly liaising with the Legal Services team, client officers within the various County Directorates, Financial Staff in Shared Services, District Councils, Members at County, District and Town/Parish level, Developers and their agents, the general public and internal and external auditors.

Your main purposes in this role would have you managing and maintaining a tracking and reporting system on all Planning Obligations (s.106 agreements) entered into by the County Council and other external bodies to aid the implementation of the County Council’s Capital Strategy in a response to the development of sustainable communities. You will also be identifying the need for, negotiating and securing appropriate developer funding to support the County Council’s capital strategy. As a line manager, this post is also responsible for ensuring that all relevant County policies and procedures are adhered to and concerns are raised in accordance with these policies.

It is essential that you have an understanding of local authority service infrastructure requirements, public and private development industry and commercial awareness, as well as an understanding of local authority financial and funding procedures. You must be qualified AAT or CCAB part qualified with appropriate membership. A high level of proficiency with Microsoft Excel and Word, with a high level of strategic awareness is also key for this role, as is experience of working in a financial environment and working with legal agreements.

The contract length is initially set at 3 - 6 months, though there is scope for it to be extended beyond this original contract. The hourly rate is negotiable, commensurate with the relevant experience of the successful applicant. Flexible working arrangements can also be negotiated.
