Job summary and Responsibilities

Job Summary:


Essex is a diverse county with areas of high deprivation through to highly affluent communities. Working with the Essex growth agenda, the Planning Service will deliver a more consistent approach and better manage the complexity of relationships across City, District and Borough Councils and developers. Working with key stakeholders the service will deliver well-balanced good quality development, addressing the housing, economic, infrastructure and environmental needs of communities. 


This role will project manage and deal with a caseload of National Significant Infrastructure Projects and some of the most difficult and complex strategic pre-applications and planning applications including the first phase of applications for New Settlements and Garden Communities. The role will help to ensure ECC is able to successfully influence the planning application process to secure policy compliant planning decisions which secure the correct level of developer funded infrastructure contributions.


Organisational Responsibilities:


• Responsible for leading the engagement to produce ECC’s corporate response to the pre-application and Development Consent Order stage to National Significant Infrastructure Projects.
• Responsible for managing a caseload of the most complex and demanding planning applications including the first phase applications for New Settlements and Garden Communities to deliver ECC’s “single response” to these strategic developments.
• Responsible for maximising ECC’s influence to shape and secure developer infrastructure contributions for strategic and complex planning applications; working closely with Local Planning Authorities to align positions when negotiating with developers/applicants.
• Responsible for the technical/professional analysis, negotiation and assessment of the most complex/controversial development proposals/planning applications offering professional advice and recommendations to ensure sound evidence based recommendations/decisions are made.
• Act as an ECC representative on relevant financial/infrastructure matters to lead negotiations on the most complex applications to support strategic planning applications by either developers and/or the Local Planning Authority.
• Responsible for producing reports and recommendations for senior leaders and implementing the resolutions and decisions of ECC.
• Work collaboratively with key stakeholders to progress planning control matters and advising on planning issues to ensure that ECC developments are fully appraised and evaluated.
• Responsible for co-ordinating and giving evidence at public inquiries, examinations in public and in court in order to defend ECC planning decisions.
• Responsible for leading on key elements of planning projects and/or for the delivery of specific outcomes using project/programme management methodologies in order to ensure projects are delivered on time and within budget.
• Specific individual and shared targets and objectives are defined annually within the performance management framework.

Knowledge, skills and experience

 • Educated to degree level or equivalent by experience with an MRTPI qualification; evidence of substantial post qualification experience from either District Councils or the private sector.
• Evidence of continuing professional development and expert knowledge in relevant professional area. And, a post graduate management qualification (Certificate in Management) is desirable.
• Evidence of successfully managing complex cases with demonstrable evidence of leading or of playing an increasingly major role in achieving larger/high profile projects
