Main Duties:

  • To prepare reports on the results of investigations and discussions relating to alleged breaches of planning control; attend Planning Committee, present reports as required and give professional advice on all matters relating to planning enforcement.

  • To investigate complaints about alleged breaches of planning control which will involve liaison with internal and external partners and making response to complainants as appropriate.

  • To provide advice to residents, developers and colleagues about breaches of planning control.

  • To pursue breaches of planning control to conclusion via the most expedient course of action and to deal with the more complex investigations and breaches of control.
  • To instruct the Council's solicitors in respect of the service of notices and personal service of those notices and related correspondence.

  • To prepare appeal evidence and act as the Council's expert witness at appropriate hearings/public inquiries and court proceedings.

  • To act as the Planning Service representative at external meetings or other committees in connection with the duties of the post.

  • To check planning conditions attached to planning permissions to secure compliance and to enforce as appropriate.

  • To allocate work within the Enforcement Team and to supervise the Planning Enforcement Officer, monitoring workloads, reviewing and agreeing appeal statements and other enforcement correspondence from the Planning Enforcement Officer.

  • 10. To respond to Freedom of Information requests, write policy and procedures related to Planning Enforcement and to ensure that the enforcement area of the website is up to date including the scanning and provision online of all Enforcement Notices.

    11. Any other duties appropriate to the position to be deemed necessary by the Development Manager and/or Head of Planning Services.
