Outsourced council planning team expands as workloads rise

A Norfolk council's outsourced planning service is looking to expand on the back of rising workloads. 

Capita Property and Infrastructure was appointed as partner by Breckland District Council in 2009 to provide town planning and building control services.

It also offers planning consultancy services to other councils and to the private sector.

Capita Breckland director of planning and business manager Martin Pendlebury told Planning: “We are restructuring to take the opportunity to look at growth, given the upturn in the market.

“A raft of factors is driving this upturn in numbers of planning applications. There is a renewed appetite from developers to start building again.

“This has produced a flurry of speculative development proposals on the back of an absence of five-year land supplies.

“But equally, we are finding registered social landlords are tapping into funding streams and are back in the market to develop. 

“Also, government initiatives are helping the upturn, such as the National Planning Policy Framework (NPPF) which is a fundamental plank to boost housing supply.”

Capita Property and Infrastructure is seeking to recruit several planners, including a development management planner, a principal development management planner, two assistant development management planners, one planning policy officer and one planning policy graduate.
