PINS infrastructure planning lead joins Barton Willmore

CarpenTom Carpen has joined planning consultancy Barton Willmore’s infrastructure and energy team from the Planning Inspectorate (PINS).

Carpen, who joins Barton Willmore as a planning associate, arrives from PINS, where he has spent the last eight years working as an infrastructure planning lead, advising applicants and other stakeholders on large-scale development consent order applications.

Carpen’s move to Barton Willmore follows the recent appointment of infrastructure and energy director Ben Lewis from property firm GVA.

Carpen said: “Having been involved with national infrastructure from its beginnings, and worked across the full range of projects with the Planning Inspectorate, I am looking forward to bringing this experience in-house to Barton Willmore to help them grow their infrastructure and energy services.”
