Tunbridge Wells Borough Council has appointed Kelvin Hinton as its new planning policy manager.

Hinton moves from Reigate and Banstead Borough Council, where he held the position of development quality manager.

He replaces Jean Marshall, who has been appointed head of planning, development management and building control, at the joint planning team run by West Dorset District Council and Weymouth with Portland Borough Council.

Hinton will take responsibility for leading the planning policy team.

He will also help ensure planning decisions are made in accordance with council and national policies and guidance.

The role also involves direct responsibility for conservation, landscape and environmental officers who support policy and development management and a range of corporate initiatives.

Prior to his five-year stint at Reigate and Banstead Borough Council, Hinton was a senior planning project manager within the Advisory Team for Large Applications (ATLAS), part of the Homes and Communities Agency.

Prior to that, he was head of development services at Sevenoaks District Council.

Hinton is a corporate member of Royal Town Planning Institute and has previously served on its General Assembly. He has a postgraduate diploma In town planning from the University of Westminster.
