Flanagan rejoins Blackburn as place director

Tom Flanagan Blackburn with Darwen Council

Tom Flanagan is returning to Blackburn with Darwen Council in Lancashire as executive director for place.

Flanagan served as head of regeneration at the council between 1997 and 2000 before moving on to a variety of council planning and regeneration director roles.

He joins the council from Oxfordshire County Council where he served as head of planning, environment and transport policy, with responsibility for helping shape the Oxford City Deal process.

In his new role, Flanagan will engage with the private sector to increase business involvement in regeneration activity to meet the council’s strategic plans.

He has previously worked as corporate director environment, planning and economy at Cornwall Council and as executive director of environment and regeneration at Oldham Council.
