Council appoints planner as Hemel Hempstead place strategy lead

Dacorum Borough Council has appointed its group manager of development management as its new “place strategy programme manager” for the development of the Hertfordshire town of Hemel Hempstead.

Sara Whelan, who has worked at the council since 2015 as its development management group manager, has been appointed to the new role.

The council said she will “work closely with a range of stakeholders in developing the new Hemel place strategy, a new Hemel place board and in particular the emerging Hemel Hempstead town centre strategy”.

Since 2014, Whelan has also worked as a policy manager at the Planning Officers Society where she liaises with the government to shape planning policies on behalf of public sector planners.

She has also previously held roles including group manager for strategic planning and regeneration at the Royal Borough of Kingston upon Thames, and principal planner at the London Borough of Camden.
